| | drivers license, copy of their deed,and a telephone bill with the owners name on it (if they would like to |

| | I am wondering if you can help me. I have a question pertaining to HOA sub committee's. In our |
| | Association we have numerous subcommittees one being an architectural committee. I asked to become |
| | a member and they said they had enough members. I asked to observe the meetings, they stated they |
| | are private closed meetings. I asked why and they could not provide me with an answer. There is nothing |
| | that states in the sub committees structure that you can or can not observe. I asked if they would publish |
| | information on what is being submitted and if HOA members could send email stating their objections, |
| | once again I was denied. |

| | A. Notwithstanding any provision in the declaration, bylaws or other documents to the contrary, all |
| | meetings of the association and board of directors are open to all members of the association or any |
| | person designated by a member in writing as the member's representative and all members or designated |
| | representatives so desiring shall be permitted to attend and speak at an appropriate time during the |
| | deliberations and proceedings. The board may place reasonable time restrictions on those persons |
| | speaking during the meeting but shall permit a member or member's designated representative to speak |
| | before the board takes formal action on an item under discussion in addition to any other opportunities to |
| | speak. The board shall provide for a reasonable number of persons to speak on each side of an issue. Any |
| | portion of a meeting may be closed only if that closed portion of the meeting is limited to consideration |

| | Now, they will argue that this is a sub-committee meeting and the above doesn't apply. Ask them just |
| | what a sub-committee is, if not a subsidiary meeting of a few for a specific topic. This applies even if the |
| | term "sub-committee" is not used in your governing documents. See Corporation law and statutes that |
